I've made them by using frozen bread dough. Prep it for baking, and then pinch off a small amount, roll it into a ball, slightly flatten it, and bake. Slice in half and use for slider buns. You can make them any size you want!

Your caterer may even be able to rent them to you. This could get pricey, but the shot glasses can double as your wedding or party favors.
